The conference is being held in the framework of the project Sustainable and inclusive Balanced Regional Development, funded by the Ministry of Local Self-Government and the Swiss Agency for Development and Cooperation.
The theme of this conference is extremely important because the demographic disparity caused by the migration of the population from the rural to the urban areas, as well as the migration from other regions, has contributed to a huge change in the spatial-urban and functional growth of the Skopje Planning Region.
Urban municipalities are facing, not only demographic, but also economic, construction and social pressures, while in rural areas we are faced with depopulation, lack of basic infrastructure and impoverishment.
Such changes have a negative impact on the development of municipalities in the Skopje region, which is less like an economic and functional environment, and balanced regional and sustainable development reaches a critical point.
The pressure in the urban municipalities, especially in the central area of the Skopje region, is overwhelming and they are facing overcrowding, traffic chaos, construction expansion, environmental damage, usurpation of public spaces and more, so they cannot respond to the real needs of citizens.
And in conditions where there is no projected planning for the increasing concentration of inhabitants, not only spatial development but also economic and social sustainable development is at stake.
Despite this situation in urban areas, in rural municipalities, they face depopulation, economic stagnation, underdeveloped infrastructure, lack of conditions for business development, new jobs, but also for quality cultural and social life.
Municipalities usually do not have development plans, including appropriate GUPs and DUPs, with a development component tailored to the needs of the population and potential investors. As a result, the space is often sporadically usurped and built unplanned, which calls into question the protection and maintenance of protected areas and natural and cultural wealth.
Representatives from the Ministry of Local Self-Government, the Mayors, the Ministry of Environment and Physical Planning, the Ministry of Transport and Communications, the Ministry of Agriculture, Forestry and Water Economy, the Spatial Planning Agency, the Chamber of Commerce, the Business Sector, the Cadastre were part of the panelists discussed legislation, development plans, imbalances between public interest and business, environmental impacts and the like.
Also involved were science professors with their research and analysis, cocoa and foreign experts and renowned companies who made their contribution through their presentations.
We expect relevant and concrete conclusions from this conference to reduce the development disparities of local communities, but also to bring about a balanced and balanced development of the whole region.
We hope that the recommendations made will be a vision of a future strategy for balanced regional development, which will provide Skopje with a burden of urban pressure and accelerate rural development.
It will also affect the provision of equal living conditions for all citizens of the region and its economic, social and environmental sustainability.

Одржана дводневна регионална конференција на тема: Градење на функционално-просторни и економски структури за подобро интегрирање на урганите со руралните средини во Скопскиот плански регион
Конференцијата се одржува во рамките на проектот Одржлив и инклузивен рамноремерен регионален развој, финансиран од Министерството за локална самоуправа и швајцарската агенција за развој и соработка.
Темата на оваа конференција е од исклучително значење, бидејќи демографскиот диспаритет, предизвикан од миграцијата на населението од руралните во урбаните населби, како и миграцијата од другите региони, придонесе кон огромна промена во просторно-урбанистичкиот и функционален раст на Скопскиот плански регион.
Урбаните општини се соочени, не само со демографски, туку и со економски, градежен и социјален притисок, додека во руралните средини се соочуваме со депопулација, недостиг на основна инфраструктура и осиромашување.
Ваквите промени имаат негативно влијание на развиеноста на општините во Скопскиот регион, кој се помалку наликува на економска и функционлан средина, а рамномерниот регионален и одржлив развој ја достигнува критичната точка.
Притисокот во урбаните општини, особено во централното подрачје на скопскиот регион, е огромен и тие се соочуваат со пренаселеност, сообраќаен хаос, градежна експанзија, еколошки поблеми, узурпација на јавни површини и друго, заради што не можат да одговорат на реалните потреби на граѓаните,
И во услови кога нема проектирано планирање за се поголемата концетрација на жители, во прашање е доведен не само просторниот развој, туку и економско-социјалниот одржлив развој.
Наспроти ваквата состојба во урбаните средини, во руралните општини, се соочуваат со депопулација, економска стагнација, неизградена инфраструктура, немање услови за развој на бизнис, нови работни места, но и за квалитетен културен и социјален живот.
Општините обично немаат развојни планови, меѓу кои и соодветни ГУП-ови и ДУП-ови, со развојна компонента и прилагодени на потребите на населението и потенцијалните инвеститори. Заради тоа, просторот, не ретко, стихијно се узурпира и се гради неплански, а во прашање се доведува заштитата и одржувањето на заштитени подрачја и природното и културно богатство.
Преставници од Министерството за локална самоуправа, градоначалници, Министерството за животна средина и просторно планирање, Министерството за транспорт и врски, Министерство за земјоделство, шумарство и водостопанство, Агенцијата за планирање на просторот, градежната комора, бизнис секторот, катастарот, беа дел од панелистите кои дискутираа за законската регулатива, развојните планови, дисбалансот помеѓу јавниот интерес и бизнисот, еколошките последици и слично.
Исто така беа вклучени и професори од науката со своите истражувања и анализи, какао и странски експерти и реномирани компании кои својот придонес го дадоа преку нивните презентации.
Од оваа конференција очекуваме релевантни и конкретни заклучоци за намалување на развојните диспаритети на локалните заедници, но и за усогласен и рамномренен развој на целиот регион.
Се надеваме дека препораките кои беа упатени ќе претставуваат визија за идната стратегија за рамномерен регионален развој, кој на Скопје ќе му обезбеди растоварување од урбанистичкиот притисок, а на руралните општини забрзан развој.
Тоа ќе влијае и на овозможувањето на еднакви услови за живот на сите граѓани од регионот и неговата економска, социјални и еколошка одржливост.

Reconstruction of the Hipodrom – Ilinden regional road has begun
The Center for Development of Skopje Planning Region in cooperation with the Municipality of Gazi Baba and the Municipality of Ilinden, supported by the Government of the Republic of Northern Macedonia, has begun the development of the project: ”Reconstruction of the Hippodrom – Ilinden Regional Road ”.
The reconstruction will include the reconstruction of 2km of asphalt, widening of the road for one additional lane, and a new sidewalk of 2000 square meters.
This will provide greater safety for both drivers and pedestrians.
This road section connects the Municipality of Gazi Baba with the Municipality of Ilinden and the Municipality of Aracinovo, providing traffic connectivity to the new Hipodrom II settlement, the FC Vardar training camp, the Hipodrom sports and recreational center, the logistics and industrial zones, from Hippodrome to the Municipality of Arachinovo and the Municipality of Ilinden.

Започна реконструкција на регионалниот пат Хиподром – Илинден
Центарот за развој на Скопски плански регион во соработка со Oпштина Гази Баба и Oпштина Илинден, поддржано од Влада на Република Северна Македонија, започна со изработка на проектот: ‘’Реконструкција на регионалниот пат Хиподром – Илинден’’.
Реконструкцијата ќе опфати обнова на асфалтот во должина од 2 километри, проширување на патот за уште една дополнителна лента и нов тротоар во должина од 2000 метри квадратни.
Со ова ќе се овозможи поголема безбедност како за возачите од една страна, така и за пешаците од друга страна.
Оваа патна делница ги поврзува Oпштина Гази Баба со Oпштина Илинден и Oпштина Арачиново, овозможувајќи сообраќајна поврзаност на новата населба Хиподром II, тренинг кампот на ФК Вардар, спортско рекреативниот центар Хиподром, логистичката и индустриска зона во Илинден, како и индустриската зона Северна заобиколница на потегот од Хиподром до Oпштина Арачиново и Oпштина Илинеден.

Funds provided by the Center for Development of Skopje Planning Region reconstruct the street "Rilski Kongres" Tasino Cesmiche in the Municipality of Centar
Starting today, the reconstruction of the road on the street “Rilski Congress” on Tasino Cesmiche in the Municipality of Centar begins. The reconstruction of the street follows significant damage to the final asphalt layer.
According to the Program for Balanced Regional Development for 2019 adopted by the Government, the Republic of North Macedonia has been allocated funds for financing the Skopje Planning Region in the total amount of 20,789,773 denars. The Center for Development of Skopje Planning Region is currently working on twelve projects, including the project “Reconstruction of the street Rilski Kongres” Tasino Cesmiche in the Municipality of Centar for which funds are in the amount of 4,679,302 denars.
“The Rilski Congress in its current state has a damaged asphalt finish, and in some parts the damage is so great that it disables normal traffic and endangers the safety of drivers and pedestrians. That is why we start with the reconstruction of the street which basically implies replacement of the existing asphalt finish. The reconstruction project covers the intersection of the crossroads with the street “Gjorgji Skrizevski” on one side and the intersection with the street “Crniche” on the other side, ie the part of the street located in the territory of the Municipality of Centar.
The reconstruction of the street is scheduled to be completed within a week, after which this street should provide the appropriate level for safe running of motor and pedestrian traffic.
The duration of this project according to the contract with the economic operator is 60 (sixty) days from the day of signing the contract.

Од денеска, започнува реконструкцијата на коловозот на улицата „Рилски Конгрес“ Локалитет Тасино Чешмиче во делот на Општина Центар. Реконструкцијата на улицата следи откако на истата е утврдено значително оштетување на завршниот асфалтен слој.
Согласно Програмата за рамномерен регионален развој за 2019 година донесена од Владата Република Северна Македонија доделени се средства за финансирање на Скопскиот плански плански регион во вкупен износ од 20.789,773 денари. Центарот за развој на Скопски плански регион во момнетов работи на дванаесет проекти меѓу кој е и проектот „Реконструкција на улицата „Рилски Конгрес“ Локалитет Тасино Чешмиче во делот на Општина Центар за кој се издвоени средства во износ од 4.679.302 денари.
„Рилски Конгрес во својата постојна состојба е со оштетен завршен слој од асфалт, а на одредени делови оштетувањето е толку големо што го оневозможува нормалното одвивање на сообраќајот и ја загрозува безбедноста на возачите и пешаците. Токму поради тоа, започнуваме со реконструкција на улицата која во основа подразбира замена на постоечкиот завршен асфалтен слој. Проектот за реконструкција го опфаќа потегот од крстосниците со улица „Ѓорѓи Скрижевски“ од една страна до крстосницата со улица “Црниче“ од друга страна, односно делот од улицата кој се наоѓа на територија на Општина Центар.
Реконструкцијата на улицата е предвидена да заврши во рок од една недела, по што оваа улица треба да го даде соодветното ниво за безбедно одвивање на моторниот и пешачкиот сообраќај.
Времетраењето на овој проект согласно договорот со економскиот опретаор е 6о (шеесет) денови од денот на потпишување на договот.

Уредување, заштита и регулација на речното корито на река Серава
Во тек се градежни активности за проектот Уредување, заштита и регулација на речното корито на река Серава.
Раководителот на Центарот за развој на Скопски плански регион, г-дин Љупчо Кец Мицковски заедно со Градоначалникот на Општина Бутел г-дин Велимир Смилевски и претставник од економскиот опретор Вод-Вар Инжинеринг ДОО увоз-извоз од Скопје беа во посета на местото каде се извршуваат градежните активности. Согласно договорот со економскиот оператор, градежните активности предвидено е да завршат до средината на месец септември 2019 година.
Со овој проект фазно ќе се уреди, исчисти и регулира речното корито. Според проектот градежните активности ќе се одвиваат по должина на течението на реката Серава на околу 220 метри, кај местата Расадник, Рaдишани и Кучевачка бара.

Arrangement, protection and regulation of the riverbed of the Serava River
Construction activities are ongoing for the project Landscaping, protection and regulation of the Serava River bed.
The Head of the Center for Development of Skopje Planning Region, Mr. Ljupco Kec Mickovski together with the Mayor of Butel Municipality, Mr. Velimir Smilevski and a representative of the economic planner Vod-Var Engineering DOO import-export from Skopje visited the place where they are executed construction activities. According to the agreement with the economic operator, the construction activities are scheduled to be completed by mid-September 2019.
This project will phase out, clean and regulate the riverbed. According to the project, construction activities will take place along the course of the Serava River at approximately 220 meters, at the locations Radasnik, Radishani and Kuchevacha Bar.

Twelfth Meeting of the Council for Development of the Skopje Planning Region was held
On the 11.06.2019 at 11.00, the twelfth session of the Council for development of the Skopje planning region was held in the premises of the Municipality of Centar.
The meeting was attended by mayors and representatives from the municipalities of the Skopje planning region.
The session of the Council for development of the Skopje region was opened by the President, the Mayor of the Municipality of Gazi Baba, Mr. Boris Georgievski. The introduction of the discussion and presentation of the items on the agenda for the session addressed the Head of the Center for Development of Skopje Region, Mr. Ljupco Kec Mickovski. The approved projects for the SPR from the Program for Balanced Regional Development for 2019 were presented at the session.
The Head of CDSPR presented current activities related to the approved projects from 2018. Within the framework of the project “Sustainable Inclusive Balanced Regional Development”, the Head informed the present mayors about the two approved projects, whose funding was provided by the Swiss Agency for Development and Cooperation and the Ministry of Local Self-Government of the Republic of Northern Macedonia. Information on prepared applications in the framework of the GGP program of the Japanese Embassy and information on the participation of CDSPR in the program for cross-border cooperation of the Republic of Northern Macedonia with the Republic of Kosovo were transferred to the session.
The meeting was discussed about the upcoming Conference, which should be organized by CDSPR with the financial support of the Swiss Agency for Development and Cooperation and the Ministry of Local Self-Government of the Republic of Northern Macedonia.
